A New York, en cette fin de journée, un flot d'automobiles pénètre dans le tunnel reliant Manhattan au New Jersey, sous l'East River. Trois voyous circulent à vive allure pourchassés par la police. Ils s'engouffrent dans le tunnel, zigzaguent entre les véhicules et percutent un camion transportant des matières toxiques et inflammables. Une formidable explosion secoue le tunnel, provoquant une tornade de feu qui souffle tout sur son passage et ravage les infrastructures de l'édifice, bientôt obstrué de part en part. A l'extérieur, les secours s'organisent. Un chauffeur de taxi, Kit Latura, abandonne sa voiture pour se rendre au poste de commandement du tunnel.
